1, - Antecedent. -

The General Commando of Terrestrial Force, on the basis of an appreciation process, determines the necessity to create a unit like a Battalion that would be organic of the 21.BS " CONDOR ", later of the warlike conflict with Peru considering the geographic scene, the threat and the troops available, or might reorganize the device and the forces to face the present threat. For the fulfillment of their missions was necessary to reorganize the different units within the national territory, they disposed the IV.DE " AMAZONAS " and the 21.BS " CONDOR ", through the Nº.97- Director 02EVc301, onMAY-7-997 solves the creation of the SPECIAL OPERATION BATTALION Nº.60 "CAPT. CALLES" name that takes with much dignity and pride, in honor to one of our brave Ecuadorian soldiers, who gave their life during the Warlike Conflict with Peru in the high CENEPA, in TIWINTZA on February 22, 1.995.

As Normal Operative Procedure and as Norm of delivery of the Commando of the unit, I allow myself to present to Mr. DIRECTOR OF SOCIAL COMMUNICATION and PROTOCOL Of the M.D.N., the ANNUAL REPORT OF ACTIVITIES IN ALL the FIELDS fulfilled by the BATTALION OF SPECIAL OPERATIONS no. 60 " CAPT. Calles ", during the period between the month of September 1,997 until September 1.998.

HISTORICAL REVIEW OF THE BRIGADE OF FOREST no. 21 " CONDOR "

We as Ecuadorian soldiers, must mark the passage by the same track left by our ancestors, who knew to forge and to maintain loyalty, the value, and the dignity of this glorious Brigade, in addition to remember their history, its trajectory and its greatness.

The Conflict in the Mountain range of the Cóndor in the year 1,981 and its consequences, forced the Military High Command the creation of a Brigade of Forest, so that it assumes the mission to defend the Territorial Integrity in the jurisdiction of BS-103 " ZAMORA ". The Brigade of Forest no. 21 " CONDOR " is created in July 1, 1,989 and it is indicated that the Commando of the same one will have like seat the Camping of Patuca.
The objectives that were persecuted with the creation of the Brigade were:

To provide a suitable protection to the sector of the Mountain range Cóndor and Valleys of the rivers: UPANO, SANTIAGO, ZAMORA and NANGARITZA, as opposed to the RED aggression.

To assure the indicated sector, especially in the rich valley of UPANO river and the mining area
NAMBIJA, in that time, unprotected before possible activities of insurgent elements ·

To collaborate with the creation of the favorable conditions for the socioeconomic development of the sector and the creation of alive borders.

DEVELOPMENT SUPPORT

In the scope of Community Support and Development of the towns, the 21-BS " CONDOR " jointly with their advanced units works untiringly in our sector of responsibility next to civil population. Especially with the communities Shuar in the fields of Education, Health, Social Participation, Agriculture and Cattle ranch and Forestation and Reforestation.

In the Education Field, we support in the different training centers through the construction of scholastic classrooms, medical attention, delivery of didactic material, build of altars, professors, etc., considering that at the present time the education is vital and important for the development and progress of the towns

With regard to Health, the support consists to make campaigns of vaccination, gratuitous medicine delivery, controlling communities' Salubrity, providing gratuitous odontological and medical attention to every single community without concerning its location.

One of the greatest challenges of the Brigade has been the protection of the environment for which projects within the context of support to the development have been made signing agreements with the M.A.G., C.REA. ECORAE M.E.C. MUNICIPALITIES and INEFAN governmental organizations that also work in this matter and to obtain together success in these projects. All the activities that have been managed to execute and obtaining excellent results are mainly in the reforestation of great areas, the construction of breeding grounds and mainly in the challenge to conserve the forestall environment, the same one that is considered like the strategic reserve of the Country.

We are conscious on the national population increment, and before this situation our support to the agriculture is directed with the planning and execution of seminaries of technical advising on cultivation of this region, using its own resources, our own manual labor, and mainly the best care to obtain a better production that guarantees our survival and obtaining a better economy of our communities.
In the sport field we are also stimulating the military personnel as to the civil population through the organization of sport events in which the civil personnel is invited obtaining excellent levels of competitiveness and specially the approach to the community.

It will never exist better military power than the fellowship of ideas, execution of projects and its joint work, always grasping the tools of work, of sacrifice and the greatness that leads us to live with dignity in tries to give better days to our future generations.
The greatness of a town will always be seen glimpse by the work of its children, we will see reflected when their fruits shine in the field of the progress and greatness of our beloved and loved Mother country.
